At 1:00 PM on November 4, the opening ceremony for the university’s first International Master’s Program was held in Academic Lecture Hall 306 of the International Student College. Zhang Xiaoyan, Secretary of the Party Committee; Li Houyan, Vice President; and Mr. Norman, Executive Vice President of the university’s overseas partner institution, City University Malaysia, attended the event. The ceremony was also joined by deans of various colleges, associate deans responsible for student affairs, members of the Further Education Guidance Service Center, representative counselors, and the newly enrolled students of the inaugural International Master’s Program. The event was presided over by Shao Xiujuan, Dean of the International Student College and Deputy Director of the International Exchange Office.

Zhang Xiaoyan delivered a speech, extending a warm welcome on behalf of the university to Mr. Norman and his delegation and congratulating the establishment of the first International Master’s Program. She noted that launching this program is an essential step in serving national strategies and cultivating high-level international talent, a significant pathway to promote the university’s high-quality development and enhance its international influence, and an active effort to meet students’ individualized development needs and broaden their avenues for success. The university attaches great importance to the program and will continue to strengthen support mechanisms in three key areas: faculty, training models and resources, and institutional frameworks.
In conclusion, she offered encouragement to the students from three perspectives: “To be high-quality,” “To be international,” and “To be multi-cultural.” She expressed hope that they would aim for high-quality employment, lay a solid professional foundation through their studies, broaden their global perspectives to explore new paths for growth, and embrace the integration of “going global” and “bringing in,” celebrating diversity while fostering mutual achievement.

Mr. Norman, speaking on behalf of the partner institution, expressed a warm welcome to the new master’s students from City University Malaysia, briefly introduced the university, and wished the students success in strengthening their professional foundation and expanding their international horizons in a cross-cultural learning environment. He also expressed hope for further deepening cooperation between the two universities in cultivating international talent.


Li Houyan presented appointment letters to the mentors of the International Master’s Program and issued student identification cards to the first cohort of students, marking the official launch of the program.

During the ceremony, Li Xuefeng, Director of the International Exchange Office, introduced the training policies for the inaugural International Master’s Program and announced the Decision on the Establishment of the International Master’s Program at Shenyang Urban Construction University, clarifying the program’s organizational structure, operational mechanisms, and core training objectives. Attendees also watched the university’s international education promotional video, gaining insight into the development and achievements of the university’s international initiatives.

Following the opening ceremony, Mr. Norman delivered an engaging thematic lecture for the faculty and students.

The launch of the International Master’s Program reflects the university’s ongoing exploration and innovation in international education. It provides students with a broad learning pathway to access high-quality international educational resources and connect with global academic platforms, while also expanding new avenues for the university to further open up and enhance its educational influence.
